Documents show White House and No 10 conspired over oil-fuelled invasion plan

Nearly 50 years before the war in Iraq, Britain and America sought a secretive "regime change" in another Arab country they accused of spreading terror and threatening the west's oil supplies, by planning the invasion of Syria and the assassination of leading figures.
Newly discovered documents show how in 1957 Harold Macmillan and President Dwight Eisenhower approved a CIA-MI6 plan to stage fake border incidents as an excuse for an invasion by Syria's pro-western neighbours, and then to "eliminate" the most influential triumvirate in Damascus.
 
 
The plans, frighteningly frank in their discussion, were discovered in the private papers of Duncan Sandys, Mr Macmillan's defence secretary, by Matthew Jones, a reader in international history at Royal Holloway, University of London.
 
 
Although historians know that intelligence services had sought to topple the Syrian regime in the autumn of 1957, this is the first time any document has been found showing that the assassination of three leading figures was at the heart of the scheme.
 
 
In the document drawn up by a top secret and high-level working group that met in Washington in September 1957, Mr Macmillan and President Eisenhower were left in no doubt about the need to assassinate the top men in Damascus.
 
 
Part of the "preferred plan" reads: "In order to facilitate the action of liberative forces, reduce the capabilities of the Syrian regime to organise and direct its military actions, to hold losses and destruction to a minimum, and to bring about desired results in the shortest possible time, a special effort should be made to eliminate certain key individuals.
 
 
Their removal should be accomplished early in the course of the uprising and intervention and in the light of circumstances existing at the time."
 
 
The document, approved by London and Washington, named three men: Abd al-Hamid Sarraj, head of Syrian military intelligence; Afif al-Bizri, chief of the Syrian general staff; and Khalid Bakdash, leader of the Syrian Communist party.
 
 
For a prime minister who had largely come to power on the back of Anthony Eden's disastrous antics in Suez just a year before, Mr Macmillan was remarkably bellicose. He described it in his diary as "a most formidable report". Secrecy was so great, Mr Macmillan ordered the plan withheld even from British chiefs of staff, because of their tendency "to chatter".
 
 
Concern about the increasingly anti-western and pro-Soviet sympathies of Syria had been growing in Downing Street and the White House since the overthrow of the conservative military regime of Colonel Adib Shishakli by an alliance of Ba'ath party and Communist party politicians and their allies in the Syrian army, in 1954.
 
 
Driving the call for action was the CIA's Middle East chief Kermit Roosevelt, grandson of former president Theodore Roosevelt.
 
 
He identified Colonel Sarraj, General al-Bizri and Mr Bakdash as the real power behind a figurehead president. The triumvirate had moved even closer to Nikita Khrushchev's orbit after the previous year's disastrous attempt by Britain and France, in collusion with Israel, to reverse the nationalisation of the Suez canal.
 
 
By 1957, despite America's opposition to the Suez move, President Eisenhower felt he could no longer ignore the danger of Syria becoming a centre for Moscow to spread communism throughout the Middle East.
 
 
He and Mr Macmillan feared Syria would destabilise pro-western neighbours by exporting terrorism and encouraging internal dissent. More importantly, Syria also had control of one of the main oil arteries of the Middle East, the pipeline which connected pro-western Iraq's oilfields to Turkey.
 
 
 
The "preferred plan"adds: "Once a political decision is reached to proceed with internal disturbances in Syria, CIA is prepared, and SIS [MI6] will attempt, to mount minor sabotage and coup de main incidents within Syria, working through contacts with individuals.
 
 
"The two services should consult, as appropriate, to avoid any overlapping or interference with each other's activities... Incidents should not be concentrated in Damascus; the operation should not be overdone; and to the extent possible care should be taken to avoid causing key leaders of the Syrian regime to take additional personal protection measures."
 
Sabotage
 
 
The report said that once the necessary degree of fear had been created, frontier incidents and border clashes would be staged to provide a pretext for Iraqi and Jordanian military intervention.
 
 
Syria had to be "made to appear as the sponsor of plots, sabotage and violence directed against neighbouring governments," the report says. "CIA and SIS should use their capabilities in both the psychological and action fields to augment tension."
 
 
That meant operations in Jordan, Iraq, and Lebanon, taking the form of "sabotage, national conspiracies and various strong-arm activities" to be blamed on Damascus.
 
 
The plan called for funding of a "Free Syria Committee", and the arming of "political factions with paramilitary or other actionist capabilities" within Syria.
 
 
The CIA and MI6 would instigate internal uprisings, for instance by the Druze in the south, help to free political prisoners held in the Mezze prison, and stir up the Muslim Brotherhood in Damascus.
 
 
The planners envisaged replacing the Ba'ath/Communist regime with one that was firmly anti-Soviet, but they conceded that this would not be popular and "would probably need to rely first upon repressive measures and arbitrary exercise of power".
 
 
The plan was never used, chiefly because Syria's Arab neighbours could not be persuaded to take action and an attack from Turkey alone was thought to be unacceptable.


The following year, the Ba'athists moved against their Communist former allies and took Syria into a federation with Gen Nasser's Egypt, which lasted until 1963.

Armed groups have attacked an oil pipeline in the eastern Syrian city of Deir al-Zour, setting it on fire, Press TV reports.


The targeted pipeline, which belongs to al-Furat Oil Company, carried crude oil from the al-Tank field to the second station of pumping (T2 station). No one was injured in the incident.

According to the Syrian Ministry of Petroleum and Mineral Resources, although the blast has damaged the pipeline, it caused no disruption to the production process due to alternative pipelines.

Terrorist groups have blown up several fuel pipelines across Syria since the beginning of the unrest in the country last year.

Meanwhile, the UN observers have discovered 13 corpses in Deir al-Zour, who were all apparently killed execution-style.

The Norwegian head of the UN observer mission in Syria Major General Robert Mood said the bodies had been found on Tuesday night in the area of Assukar, 50 km (31 miles) east of Deir al-Zour.

"All the bodies had their hands tied behind their backs and some appear to have been shot in the head from a short distance," he said in a statement adding that he was "deeply disturbed by this appalling and inexcusable act."

The newly discovered massacre came days after at least 100 Syrian civilians, mostly women and children were killed by armed groups in Houla.

The UN Security Council condemned the violence in Houla, saying the clashes ''involved a series of government artillery and tank shelling on a residential neighborhood.''

However, Syrian Ambassador to the UN Bashar Ja’afari censured the ''tsunami of lies'' by some members of the Security Council and said the Syrian forces were not to blame for the violence.

#Syria #Houla: #USA Blocks Any Chance For Peace.

Last Friday's savage clashes at Houla, a village in the Syrian province of Homs, have aroused international indignation against the government of President Bashar al-Assad.

It is the latest grisly episode in what is quickly developing into a sectarian civil war.

Hillary Clinton, the US secretary of state, makes no bones of her wish to overthrow the Syrian regime. She issued a statement saying: "The US will work with the international community to intensify our pressure on Assad and his cronies, whose rule by murder and fear must come to an end."

The UK government is to seek an urgent meeting of the UN security council.

Engineered by Kofi Annan – the UN and Arab League mediator – the ceasefire of 12 April is now in tatters.

His peace plan called on both sides to put down their guns as a necessary preliminary to '"Syria-led" political negotiations.

But the opposition – of which the most formidable element is the Muslim Brothers – is waging an urban guerrilla war backed by outside powers. This wing of the opposition does not want to negotiate with Bashar al-Assad: it wants to topple him.

The Gulf states have pledged $100m to the opposition, to enable it to pay its fighters and buy arms.

The US has no intention of getting involved in a war in Syria itself, but it is said to be co-ordinating the flow of weapons and intelligence to the rebels.

Although it says it supports the Annan plan, it is unashamedly undermining it by helping to arm the rebels.

This is the central contradiction in US policy.

The only way to prevent a full-scale civil war in Syria – which would destroy the country, as happened in Iraq, and could destabilise the whole Levant – is to demilitarise the conflict and bring maximum pressure on both sides to negotiate.

This is what Annan wants, but he is being undermined.

He is due in Damascus this weekend in a forlorn bid to save his plan.

UN monitors counted 85 bodies at Houla.

The opposition has blamed the regime for the slaughter, while the regime has put the blame on "terrorists" – that is to say, on its armed opponents, stiffened by Islamist jihadis, some of them linked to al-Qaida, who have been flowing into Syria from Iraq, Lebanon and Jordan.

These jihadis are thought to be responsible for about a dozen terrorist acts, the worst of which, in Damascus on 10 May, killed 55 people and wounded close to 400.

Major-General Robert Mood, the Norwegian head of the UN observer mission, has been cautious in pointing the finger of blame for Friday's Houla killings: "Whatever I learned on the ground in Syria ... is that I should not jump to conclusions." Probably, the truth is that the two sides share the responsibility.

The strategy of the armed opposition is to seek to trigger a foreign armed intervention by staging lethal clashes and blaming the resulting carnage on the regime.

It knows that, left to itself, its chance of winning is slim.

For its part, the regime's brutality can be explained, if not condoned, by the fact that it believes it is fighting for its life – not only against local opponents but also against an external conspiracy led by the United States (egged on by Israel) and including Saudi Arabia, Qatar, Britain and France.

The regime's strategy is to prevent – at all costs – its armed opponents from seizing and holding territory inside the country, as this might give foreign powers a base from which to operate.

As soon as it identifies pockets of armed opponents, it sends in its troops to crush them. That it often uses disproportionate force is not in doubt: this is all too predictable when a conventional army faces hit-and-run opponents.

Trapped between opposing forces, civilians inevitably pay the price.

Sergei Lavrov, the Russian foreign minister, said on Tuesday that some countries are trying to derail the peace plan offered by the UN and Arab League envoy to Syria Kofi Annan. He also said the Syrian opposition is trying to incite civil war in the country.

Lavrov said the following at a joint news briefing with his Peruvian counterpart Rafael Roncagliolo in Moscow:

We are certainly worried by continuing attempts to derail Kofi Annan's plan. Now the pretext being used is the tragic events outside the town of Houla on May 25."

Britain is turning away hundreds of rape victims who have fled their countries in search of asylum, researchers said on Monday.
A shocking new study by Women For Refugee Women suggests that almost half of women seeking asylum in Britain have been raped in their home countries. Most of them have their applications rejected.

Three-quarters of those who were told to go back home said officials hadn't believed them, suggesting a "culture of disbelief."

Of these women, two in three were left destitute and more than half had thought about killing themselves.

The research, carried out in London, Manchester, Bradford, Cardiff, Stoke-on-Trent, Newport and Glasgow, found that most of the 70 women quizzed had experienced serious human rights abuses, including rape, imprisonment, violence from soldiers or police, forced marriage and forced prostitution.

Women For Refugee Women director Natasha Walter said: "These findings suggest that every year hundreds of women who have survived rape and abuse are refused asylum and experience destitution, detention and despair in this country.

"We are asking the government to note the growing concern about this issue and reform the asylum process to make it more responsive to women's needs."

The charity's report - Refused: the experiences of women denied asylum in the UK - described the effects of destitution on the women as particularly striking.

Philippe Sands QC, law professor at University College London, said: "This report paints a shameful picture about asylum practices and the treatment of women seeking refuge in the UK from serious human rights abuses and persecution.

"It should be read and re-read and then used to press for immediate and far-reaching changes to restore this country's role in promoting the rule of law and protecting those who are vulnerable and threatened."

A UK Border Agency spokesman said: "We recognise that women may face particular forms of persecution which is why we have female interviewers and interpreters for women applicants.

"We treat all asylum applicants with sensitivity and work with Asylum Aid and the Refugee Council to ensure the process is first-rate."

#Syria: West Seeks Civil War In Syria To Achieve NATO Strikes.

The United States and its Western allies are trying to incite a civil war in Syria in order to pave the way for military intervention in the country, a Syrian activist tells Press TV.

“The whole point of them is to try to create a civil war in Syria, trying to create a pretext for some intervention in Syria by NATO and its allies,” Syrian activist Mimi al-Laham told Press TV in an exclusive interview on Monday.

Laham reiterated that both the United States and Israel benefit from the massacre of the Syrian civilians, saying that US and Israeli elements are being stationed inside Syria as death squads and are taking orders from Washington and Tel Aviv.

“I don’t believe that a Libya-style intervention could occur in Syria with an air force campaign but it’s only because the Syrian air force is actually quite strong, and they wouldn’t be able to attack Syria without sustaining heavy losses,” she went on to say.

Syria has been experiencing unrest since mid-March 2011. Many people, including security forces, have been killed in the turmoil.

On May 25, clashes broke out between Syrian forces and armed groups in the town of Houla, located in the central province of Homs and about 32 kilometers (20 miles) northwest of the provincial capital city of Homs.

Information Clearing House" -- Kuala Lumpur -- IT’S OFFICIAL - George W Bush is a war criminal.

In what is the first ever conviction of its kind anywhere in the world, the former US President and seven key members of his administration were today (Friday) found guilty of war crimes.

Bush, Dick Cheney, Donald Rumsfeld and their legal advisers Alberto Gonzales, David Addington, William Haynes, Jay Bybee and John Yoo were tried in absentia in Malaysia.

The trial held in Kuala Lumpur heard harrowing witness accounts from victims of torture who suffered at the hands of US soldiers and contractors in Iraq and Afghanistan.

They included testimony from British man Moazzam Begg, an ex-Guantanamo detainee and Iraqi woman Jameelah Abbas Hameedi who was tortured in the notorious Abu Ghraib prison.

At the end of the week-long hearing, the five-panel tribunal unanimously delivered guilty verdicts against Bush, Cheney, Rumsfeld and their key legal advisors who were all convicted as war criminals for torture and cruel, inhumane and degrading treatment.

Full transcripts of the charges, witness statements and other relevant material will now be sent to the Chief Prosecutor of the International Criminal Court, as well as the United Nations and the Security Council.

The Kuala Lumpur War Crimes Commission is also asking that the names of Bush, Cheney, Rumsfeld, Gonzales, Yoo, Bybee, Addington and Haynes be entered and included in the Commission’s Register of War Criminals for public record.

The tribunal is the initiative of Malaysia's retired Prime Minister Mahathir Mohamad, who staunchly opposed the American-led invasion of Iraq in 2003.

He sat through the entire hearing as it took personal statements and testimonies of three witnesses namely Abbas Abid, Moazzam Begg and Jameelah Hameedi. The tribunal also heard two other Statutory Declarations of Iraqi citizen Ali Shalal and Rahul Ahmed, another British citizen.

After the guilty verdict reached by five senior judges was delivered, Mahathir Mohamad said: “Powerful countries are getting away with murder.”

War crimes expert and lawyer Francis Boyle, professor of international law at the University of Illinois College of Law in America, was part of the prosecution team.

After the case he said: “This is the first conviction of these people anywhere in the world.”

While the hearing is regarded by some as being purely symbolic, human rights activist Boyle said he was hopeful that Bush and Co could soon find themselves facing similar trials elsewhere in the world.

“We tried three times to get Bush in Canada but were thwarted by the Canadian Government, then we scared Bush out of going to Switzerland. The Spanish attempt failed because of the government there and the same happened in Germany.”

Boyle then referenced the Nuremberg Charter which was used as the format for the tribunal when asked about the credibility of the initiative in Malaysia. He quoted: “Leaders, organizers, instigators and accomplices participating in the formulation or execution of a common plan or conspiracy to commit war crimes are responsible for all acts performed by any person in execution of such a plan.”

The US is subject to customary international law and to the Principles of the Nuremberg Charter said Boyle who also believes the week-long trial was “almost certainly” being monitored closely by both Pentagon and White House officials.

Professor Gurdial Singh Nijar, who headed the prosecution said: “The tribunal was very careful to adhere scrupulously to the regulations drawn up by the Nuremberg courts and the International Criminal Courts”.

He added that he was optimistic the tribunal would be followed up elsewhere in the world where “countries have a duty to try war criminals” and he cited the case of the former Chilean dictator Augustine Pinochet who was arrested in Britain to be extradited to Spain on charges of war crimes.

“Pinochet was only eight years out of his presidency when that happened.”

The Pinochet case was the first time that several European judges applied the principle of universal jurisdiction, declaring themselves competent to judge crimes committed by former heads of state, despite local amnesty laws.

Throughout the week the tribunal was packed with legal experts and law students as witnesses gave testimony and then cross examination by the defence led by lawyer Jason Kay Kit Leon.

The court heard how
· Abbas Abid, a 48-year-old engineer from Fallujah in Iraq had his fingernails removed by pliers.
· Ali Shalal was attached with bare electrical wires and electrocuted and hung from a wall.
· Moazzam Begg was beaten, hooded and put in solitary confinement.
· Jameelah was stripped and humiliated, and was used as a human shield whilst being transported by helicopter.

The witnesses also detailed how they have residual injuries till today.

Moazzam Begg, now working as a director for the London-based human rights group Cageprisoners said he was delighted with the verdict, but added: “When people talk about Nuremberg you have to remember those tried were all prosecuted after the war.

“Right now Guantanamo is still open, people are still being held there and are still being tortured there.”

In response to questions about the difference between the Bush and Obama Administrations, he added: “If President Bush was the President of extra-judicial torture then US President Barak Obama is the President of extra judicial killing through drone strikes. Our work has only just begun.”

The prosecution case rested on proving how the decision-makers at the highest level President Bush, Vice-President Cheney, Secretary of Defence Rumsfeld, aided and abetted by the lawyers and the other commanders and CIA officials – all acted in concert. Torture was systematically applied and became an accepted norm.

According to the prosecution, the testimony of all the witnesses exposed a sustained perpetration of brutal, barbaric, cruel and dehumanising course of conduct against them.
These acts of crimes were applied cumulatively to inflict the worst possible pain and suffering, said lawyers.

The president of the tribunal Tan Sri Dato Lamin bin Haji Mohd Yunus Lamin, found that the prosecution had established beyond a “reasonable doubt that the accused persons, former President George Bush and his co-conspirators engaged in a web of instructions, memos, directives, legal advice and action that established a common plan and purpose, joint enterprise and/or conspiracy to commit the crimes of Torture and War Crimes, including and not limited to a common plan and purpose to commit the following crimes in relation to the “War on Terror” and the wars launched by the U.S. and others in Afghanistan and Iraq.”

President Lamin told a packed courtroom: “As a tribunal of conscience, the Tribunal is fully aware that its verdict is merely declaratory in nature. The tribunal has no power of enforcement, no power to impose any custodial sentence on any one or more of the 8 convicted persons. What we can do, under Article 31 of Chapter VI of Part 2 of the Charter is to recommend to the Kuala Lumpur War Crimes Commission to submit this finding of conviction by the Tribunal, together with a record of these proceedings, to the Chief Prosecutor of the International Criminal Court, as well as the United Nations and the Security Council.

“The Tribunal also recommends to the Kuala Lumpur War Crimes Commission that the names of all the 8 convicted persons be entered and included in the Commission’s Register of War Criminals and be publicised accordingly.

“The Tribunal recommends to the War Crimes Commission to give the widest international publicity to this conviction and grant of reparations, as these are universal crimes for which there is a responsibility upon nations to institute prosecutions if any of these Accused persons may enter their jurisdictions”.

The warmongering and human rights abuses of the New Labour years seem forgotten by all but the likes of Gareth Peirce. Yet Blair’s legacy lingers on in Afghanistan and Iraq and is re-emerging in Syria and Iran.

In the kabuki theatre of British parliamentary politics, great crimes do not happen and criminals go free.

It is theatre, after all; the pirouettes matter, not actions taken at remove in distance and culture from their consequences. It is a secure arrangement guarded by cast and critics alike. The farewell speech of one of the most artful, Tony Blair, had "a sense of moral conviction running through it", effused the television presenter Jon Snow, as if Blair's appeal to kabuki devotees was mystical.

That he was a war criminal was irrelevant.

The suppression of Blair's criminality and that of his administrations is described in Gareth Peirce's Dispatches from the Dark Side: on Torture and the Death of Justice, published in paperback this month by Verso.

Peirce is Britain's most distinguished human rights lawyer; her pursuit of miscarriages of justice and justice for victims of state crimes, such as torture and rendition, is unsurpassed. What is unusual about this accounting of what she calls the "moral and legal pandemonium" following the 9/11 attacks is that, in drawing on the memoirs of Blair and Alastair Campbell, cabinet minutes and MI6 files, she applies the rule of law to them.

Advocates such as Peirce, Phil Shiner and Clive Stafford-Smith have ensured the indictment of dominant powers is no longer taboo.

 Israel, America's hitman, is now widely recognised as the world's most lawless state.

The likes of Donald Rumsfeld now avoid countries where the law reaches beyond borders, as do George W Bush and Blair.

Jackdaw travels

Deploying sinecures of "peacemaking" and "development" that allow him to replenish the fortune he accumulated since leaving Downing Street, Blair's jackdaw travels are concentrated on the Gulf sheikhdoms, the US, Israel and safe havens such as the small African nation of Rwanda.

Since 2007, Blair has made seven visits to Rwanda, where he has access to a private jet supplied by President Paul Kagame.

Kagame's regime, whose opponents have been silenced brutally on trumped-up charges, is "innovative" and a "leader" in Africa, says Blair.

Peirce's book achieves the impossible on Blair: it shocks.

Tracing the "unjustifiable theses, unrestrained belligerence, falsification and wilful illegality" that led to the invasions of Afghanistan and Iraq, she identifies Blair's assault on Muslims as criminal and racist. "Human beings presumed to hold [Islamist] views were to be disabled by any means possible, and permanently . . . in Blair's language a 'virus' to be 'eliminated' and requiring 'a myriad of interventions [sic] deep into the affairs of other nations'." Whole societies were reduced to "splashes of colour" on a canvas upon which Labour's Napoleon would "reorder the world".

The very notion of war was wrenched from its dictionary meaning and became "our values versus theirs". The perpetrators of the 9/11 attacks, mostly Saudis who trained to fly in America, were all but forgotten. Instead, the "splashes of colour" were made blood-red - first in Afghanistan, land of the poorest of the poor.

No Afghans were members of al-Qaeda; on the contrary, there was mutual resentment.

 No matter.

Once the bombing began on 7 October 2001, tens of thousands of Afghans were punished with starvation as the World Food Programme withdrew aid on the cusp of winter.

In one stricken village, Bibi Mahru, I witnessed the aftermath of a single Mk 82 "precision" bomb's obliteration of two families, including eight children. "TB," Campbell wrote, "said they had to know that we would hurt them if they don't yield up OBL."

The cartoon figure of Campbell was already at work on concocting another threat in Iraq.

This "yielded up", according to the MIT Centre for International Studies, between 800,000 and 1.3 million deaths - a figure that exceeds the Fordham University estimate of deaths in the Rwandan genocide.

And yet, Peirce wrote, "the threads of emails [and] internal government communiqués reveal no dissent". Interrogation that included torture was on "the express instructions . . . of government ministers". On 10 January 2002, Foreign Secretary Jack Straw emailed his colleagues to agree that sending British citizens to Guantan­amo Bay was "the best way to meet our counterterrorism objective". He rejected "the only alternative" of repatriation to the United Kingdom.

On 6 February 2002, Home Secretary David Blunkett noted that he was in "no hurry to see any individuals returned to the UK [from Guantanamo]".

Three days later, the Foreign Office minister Ben Bradshaw wrote: "We need to do all that we can to avoid the detainees being repatriated to the UK." Not one of the people to whom they referred had been charged with anything; most had been sold as bounty by Afghan warlords to the Americans.

Death by misadventure

Immersed in its misadventure and lies, listening only to their leader's crooned "sincerity", the Labour government consulted no one who spoke the truth.

 Peirce cites one of the most reliable sources, the Conflicts Forum, run by the former intelligence officer Alastair Crooke, who argues that, to "isolate and demonise [Islamic] groups that have support on the ground, the perception is reinforced that the west only understands the language of military strength".

In wilfully denying this truth, Blair, Campbell and their echoes planted the roots of the 7/7 attacks in London.

Today, another Afghanistan and Iraq beckon in Syria and Iran, perhaps even a world war.

Once again, voices such as Crooke's attempt to explain to a media salivating for "intervention" in Syria that the civil war in that country requires skilled and patient negotiation, not the provocations of the British SAS and the familiar bought-and-paid-for exiles who ride in Anglo-America's Trojan horse.
